Introduction

The Civil Service College, Dhaka (CSCD) is a post-graduate institution offering a degree, Master of Public Affairs (MPA), with specialization in the areas of (a) Governance and Public Policy and (b) International Economic Relations. The College is a non-profit organization and provides opportunities of higher studies at nominal fees so that the government officers in particular can afford. It is affiliated to the University of Dhaka and has been functioning since December 2006. At present, the college is located at the Bangladesh Institute of Administration and Management (BIAM) Foundation Bhaban, 63, New Eskaton, Dhaka-1000.

While effective management of public service has become increasingly skill intensive, knowledge bound and complex and the size of the civil service cadres in Bangladesh has increased manifold, opportunities and exposure to systematic and comprehensive in-service training and higher studies both at home and abroad have become highly limited. Number of officers getting opportunities for higher studies abroad in particular have been so few that they could hardly make any difference in the overall quality of governance. Added to this, the general erosion in integrity, commitment, devotion and ethical values of the public servants in the recent years has led to sharp decline in the quality of governance. Private sector in Bangladesh is still at a nascent stage. Professional management and corporate social responsibilities are lacking. Consequently there has been in general, a serious lack of good governance in Bangladesh.

The College aims at addressing the needs of higher studies of those civil servants and private sector executives including those of the third sector entities (NGOs), who do not get a chance for higher studies abroad but have good academic background and potentiality, are keen to improve their knowledge and performance, in order to create that critical mass needed for improving the levels of efficiency in the delivery of services both public and private and improve the quality of governance in general. This arrangement is expected also to strengthen public-private partnership and promote a sense of mutual recognition, so essential for holistic development in a market driven economy.

The courses at CSCD are designed to address the emerging political and economic challenges faced by the officials of both public and private sectors and relevant to their services and work situation at home and abroad, so that these officers can effectively deal with both national and international issues confronting them with competence. Moreover, business has become more complicated and rules based in this era of globalization, as it transcend borders and disciplines. Hence, the courses are also designed to prepare business executives to use the tools of analysis and strategic management to effect successful implementation of business policies and performance and build capacity of the business enterprises to develop professionalism and corporate culture. The courses offer a blend of theory with practice and emphasize experimental and professional learning. With a modest beginning of 40/50 students, the College aims to offer Master level studies to 150/200 officers annually to create the critical mass that would make a difference in the levels of efficiency and the quality of service delivery in Bangladesh.
